Rules in Queensland
Does the hirer need a licence?
-
Queensland requires a marine licence for any boat with an engine over 4.5 kW. A jet ski also needs a PWC licence. The Queensland Government says special rules apply to driving a hire boat and refers you to your local MSQ office, so confirm with MSQ what licence (if any) your hirers need.
Show the official wording
“You must have a marine licence to operate a boat that has an engine power greater than 4.5kW. … To operate a personal watercraft, you must have a recreational marine licence and a personal watercraft licence. … Certain rules apply if you want to drive a hire boat—contact your local Maritime Safety Queensland office to find out more.”

Registering the craft
-
A boat that isn't used entirely for private recreation needs commercial registration, not recreational registration. In Queensland, commercial vessels are registered as domestic commercial vessels under AMSA's national system; only a small group of excluded vessels (such as school and surf lifesaving vessels) are registered as Queensland regulated ships.
Show the official wording
“In Queensland, commercial vessels can be registered in 2 ways: as domestic commercial vessels under the National System for Domestic Commercial Vessel Safety (the national system) as Queensland regulated ships (other or prescribed other)—for a small group of commercial vessels operating exclusively in Queensland that are excluded from the national system.”

We have not reviewed local Queensland rules relevant to hire operators, such as Gold Coast waterway zones, Whitsunday bareboat operating areas or marine park zoning.
