Renting out craft for payment is a 'water-attraction service' (водноатракционна услуга). The new Act on General Safety Requirements for Attraction Services that are a Source of Increased Danger (ЗОИБПАУПИПО, State Gazette No. 16 of 10.02.2026) defines water-attraction services as parasailing, services with jet skis and with watercraft, and towed inflatables; the 2009/2012 navigation ordinance defines them as services using sport/tourism/leisure craft for payment. Sports activities under the Physical Education and Sport Act are excluded from the 2026 Act (art. 3).

For services at sea and on inland waterways the Minister of Tourism registers; for other waters (lakes, reservoirs) the mayor. The right to operate arises only on entry.
