Sole trader: Greek or other EU citizens over 18 with a valid Greek tax number (AFM) can open a sole proprietorship fully online via gov.gr / AADE (myAADE). You do not need to pre-register with the business register (GEMI) or with the social insurance fund (e-EFKA). The online form also sets your VAT status and your activity code (KAD).

The rental decree lists the activity codes (KAD) that count as watercraft rental. These include 77.21.10.04 (water-sports equipment rental), 77.21.10.07 (pleasure-craft rental without crew), 77.34.10.01 (boat rental without crew) and 93.29.11.04 (sea games such as pedalos and canoes). Register under the matching KAD when you start your business with AADE.

You may not rent out, or advertise for rent (including online and on social media), any sea recreational craft (SUP, kayak, canoe, pedalo, jet ski, towed inflatables, small motorboats etc.) without a valid 'rental approval' (έγκριση εκμίσθωσης θαλασσίων μέσων αναψυχής). The local Port Authority (Λιμενική Αρχή) issues it under Joint Ministerial Decision 2131.4/64444/2021. You also may not advertise craft or activities that your approval does not cover. (General Port Regulation / ΓΚΛ 20, art. 22 §1, 2026 Coast Guard consolidation.)

The application is digital only, through the Coast Guard's e-ΔΛΑ system (Taxisnet login), and runs in two stages. The national procedures register estimates the cost at EUR 139–256 and the time at about 2 months. Within 50 days of the first-stage application, the Port Authority either asks for the second-stage documents or rejects the application.

Operator qualifications (natural person): at least 18, healthy, able to swim and dive, no disqualifying criminal convictions, not bankrupt. The operator must also hold third-party liability insurance, have a rescue boat, have first-aid training, and hold a speedboat operator licence if using a speedboat as rescue boat, renting speedboats or towing. Towed rides (ski, ringos, parasail) additionally need a water-ski coach licence or degree plus 2 seasons' experience. A company, a hotel, or a person who does not meet these conditions must appoint a 'solely responsible person' who does (JMD 2131.4/64444/2021 art. 3).

To operate from a post on the beach, you must submit a beach (aigialos) concession contract in the second stage. The contract must state its duration, coordinates, area and type of use. Without one, you can apply for a point at sea instead. Approval for a sea point is valid for 1 year. Approval for a beach post lasts as long as the concession (JMD art. 5 §4(α), art. 6).

Beach concessions: since Law 5092/2024, all 'simple use' concessions of foreshore and beach go through electronic public auctions held by the Land Registry Service (Κτηματική Υπηρεσία) on a state platform, by 31 March each year. A contract lasts 1–3 years and is personal to the holder (Law 5092/2024 arts. 8 §1, 10 §1).

Separate regime for renting motorboats and speedboats (e.g. self-drive boat hire from a harbour), under General Port Regulation no. 38. You notify a Port Authority and receive a 'certificate of legal requirements'. You must own 100% of at least three CE-marked boats of 4.30–12 m with a spare engine, have started a business with the tax office, and hold liability insurance. Jet skis cannot be rented under ΓΚΛ 38 (ΓΚΛ 38 arts. 2–3).

Onboard equipment: the mandatory kit for each craft is set by General Port Regulation no. 23 (small craft, art. 21). Jet skis, kayaks and other recreational craft are covered by ΓΚΛ 20 (e.g. art. 9 §1). Both are covered by the VesselSOS Kit Finder (https://vesselsos.com/kit-finder/). For rental motorboats under ΓΚΛ 38, the operator must also carry a compass, plotting tools and charts (ΓΚΛ 38 art. 6 §2(γ)).

Other duties: refuse customers under the influence of alcohol or drugs, and customers without the required qualifications. Check fuel before renting motor craft. Inspect equipment before each use and remove defective gear. Bring all craft ashore or to a safe place by sunset at the latest. Launch corridor: rental operators of motorised craft must mark out a corridor 7–20 m wide, with its length set by the committee. It uses yellow buoys 3 m apart, conical on the right and cylindrical on the left as seen from the open sea. The committee can require one for non-motorised rentals too (ΓΚΛ 20 art. 27). No motor craft may move or anchor inside the swimming-area buoys (art. 26 §3).

Jet-ski rental technology: operators must have a remote engine cut-off (control panel) that works from at least 1,000 m. Each rented jet ski must carry a satellite tracking and remote-control system, which the operator uses to enforce the movement rules. Lifeguards: the general duty to hire lifeguards falls on beach managers (municipalities, port funds, ETAD) under P.D. 71/2020. A rental operator who also holds a beach concession must provide a lifeguard if told that the municipality does not cover that beach (Law 5092/2024 art. 8 §3(θ)).

What counts as a 'speedboat' (licence needed): a recreational motorboat with an outboard over 30 HP, an inboard-outboard or inboard petrol engine over 40 HP, or an inboard diesel over 70 HP. Small motorboats for rent must be entered in a boat register or the Β.Ε.Μ.Σ., with name and registration number on both sides. Their life-saving and fire equipment and passenger numbers must match their sailing licence (άδεια εκτέλεσης πλόων) (ΓΚΛ 20 art. 19 §3). Under ΓΚΛ 38, a rented boat up to 10 m counts as professional (commercial). Professional small craft undergo an initial inspection after registration and periodic inspections on land and afloat. These are done by the local ship inspection unit (ΤΚΕΠ) or a Coast Guard officer, and the sailing licence is endorsed or renewed after each one.
