Genehmigungen für die Vermietung von Wasserfahrzeugen

  • Renting out boats or water-sports equipment from a beach is 'provision of facilities' under the Foreshore Protection Law (Cap. 59). This covers placing craft on the beach for hire and using or placing them in the sea for any water sport or recreation. 'Beach' means land up to 100 yards from the high-water line.

  • No one may provide such facilities without a prior licence from the local authority (the municipal or community council whose area includes that stretch of beach), and only on its terms. The council can remove unlicensed equipment at the owner's cost.

  • Facilities licences are granted only for spots set out in the approved beach use plan Providing facilities in fishing shelters, ports, marinas, pleasure craft and cruise ships is prohibited.

  • Water-sports facilities licences are awarded by the local authority only through a tender (public procurement). The licence cannot be transferred. It runs until 31 December of the fifth year after issue unless it states an earlier end date, and the council may raise the fee by up to 5% a year in years 4 and 5.

The bidder (or the responsible person named by a company) must be 21 or older and hold a clean criminal record and a recognised first-aid diploma. Water-sports bidders also need: a police certificate of no serious sea accident in the last 3 years, a speedboat operator licence, at least 3 years' experience providing beach facilities in Cyprus, a navigation diploma, a lifeguard diploma (Silver Medallion level) and proof that all their motor craft are registered.

  • For speedboats and jet skis (motor craft up to 15 m able to reach 15 knots) offered for hire, the Shipping Deputy Ministry issues a category B ('public use, hired to third parties for payment') circulation licence. • Coming change, NOT yet applied: the Pleasure Navigation Law 4(I)/2026 (Gazette 13.2.2026) creates a 'water sports and recreation business'. This is a holder of a Foreshore-Law facilities licence that offers craft for a fee. Such a business will also need a 5-year 'safe operation licence' from the Shipping Deputy Ministry, with annual checks and suspension of its category B/C circulation licences if it fails to comply. The law only takes effect on a Council of Ministers decision (art. 99).

  • Status check: as of August 2026 the public broadcaster reported that the new pleasure-craft framework passed in February 2026 was still not being applied. The Speedboat Laws 1992–2020 and K.Δ.Π. 121/99 therefore remain the operative rules until a commencement decision. No such decision was found as of 17.10.2026.
