Usual forms are a sole trader (samostojni podjetnik, s.p.; no start-up capital, unlimited personal liability) or a limited company (d.o.o.; minimum share capital EUR 7,500). An s.p. is registered in the Slovenian Business Register (PRS), run by AJPES, and can be opened through the SPOT portal or a SPOT point (spot.gov.si). After registering you also register with FURS (tax) and for compulsory social insurance.

Daily rental of jet skis, boats and floating devices for sport and recreation needs a permit from the Slovenian Maritime Administration (URSP; at sea) or the local administrative unit (upravna enota; inland waters). The permit covers the proposed location and is issued for one year, once the authority is satisfied that navigation safety, life-saving and environmental protection are ensured. It sets the technical and operating conditions (Pravilnik o čolnih in plavajočih napravah, Art. 57).

The Drowning Protection Act (ZVU, Art. 10(3)) also says that daily rental of craft at sea is allowed only with a URSP permit that sets the rental conditions. URSP revokes the permit if those conditions are broken and safety is put at risk. Breaching Art. 10 or the permit conditions is an offence: EUR 1,200–4,000 for the business (Art. 36).

Inland waters (lakes, rivers): the municipality sets the navigation regime for each water body by ordinance (odlok o plovbnem režimu). It covers the permitted navigation area, craft types and propulsion, launch/landing points, times and bans. Motorised craft are generally banned on inland waters unless the Government has allowed them on a specific water (e.g. Drava, Ptuj, Ljubljanica). Check the local ordinance before operating, e.g. Bled, Bohinj or the Soča.

The Water Act (ZV) bans motor-powered craft on inland waters except for listed public purposes. The Government may open specific waters to motor craft, so a motor rental on a lake or river is only possible where such a government decree applies.

Events and other on-water activities inside a port area need a URSP permit plus consent from the port operator. Elsewhere in the territorial sea and internal waters they need a URSP permit. Apply at least 8 days in advance (Pomorski zakonik Art. 74).

Every rental craft must be inspected each year before the rental season starts. This covers jet skis, other boats and floating devices rented under Art. 57(1), plus rafts and other commercial passenger boats. Craft that are not registered must be marked in a contrasting colour with the operator's ID number and name. The operator must also send a list of the craft to URSP or the administrative unit and post that list publicly at the rental point (Art. 30(3), as amended 2018).

Craft fitted with an engine kill-switch must use it at all times while under way (Art. 58(2)). In emergencies the skipper must make sure everyone aboard wears a lifejacket, on boats that carry lifejackets (Art. 58(1)).
