You need two approvals. The first is a 'Tour operator' licence, code XIII.1.B. The second is a 'marine tourism operator' certificate from the ministry responsible for tourism. Jet ski rental may only be run by an operator that holds both, and only inside the zone the minister approved for it.

The licence is published in the National Register of Licences and Permits. The original law sets a 200,000 lekë fine for trading without it (art. 71). Beach stations must mark the swimming zone with red buoys: up to 200 m from shore on sandy (type A) beaches and 100 m on rocky (type B) beaches. Zones and corridors for craft, motorised or not, must sit outside the swimming zone and be marked with buoys.
