Renting out craft for payment is a 'water-attraction service' (водноатракционна услуга). The new Act on General Safety Requirements for Attraction Services that are a Source of Increased Danger (ЗОИБПАУПИПО, State Gazette No. 16 of 10.02.2026) defines water-attraction services as parasailing, services with jet skis and with watercraft, and towed inflatables; the 2009/2012 navigation ordinance defines them as services using sport/tourism/leisure craft for payment. Sports activities under the Physical Education and Sport Act are excluded from the 2026 Act (art. 3).

Electronic application with a safety plan, a draft accident-insurance policy and manufacturer conformity documents (or a conformity certificate from an accredited body); decision within 14 days. For services at sea and on inland waterways the Minister of Tourism registers; for other waters (lakes, reservoirs) the mayor. The right to operate arises only on entry. Existing providers had 8 months from the Act's entry into force to comply (§ 5).
