Rules in Northern Ireland
Registering the craft
-
Every vessel over 10 bhp on the Erne System must be registered with Waterways Ireland. That includes hire cruisers.
Show the official wording
“A registration system operates on the Erne System. All vessels exceeding 10 bhp must be registered with Waterways Ireland.”
Local rules and by-laws
-
The speed limit on the Erne System is 5 knots. You must slow down further within 200 m of a bridge or jetty, within 100 m of a lock, in a canal or harbour, and when passing within 100 m of a moored boat. Include this in your hire handover.

-
Boats may stay at a public mooring for up to 48 hours and may return after 4 hours away. Brief your hirers on this.

Reporting accidents
-
If a member of the public is injured in a work-related accident and taken from the scene to hospital for treatment, you must notify the enforcing authority by the quickest practicable means and send a report within 10 days.
Show the official wording
“(c) any person not at work suffers an injury as a result of an accident arising out of or in connection with work and that person is taken from the site of the accident to a hospital for treatment in respect of that injury;”
Other rules
-
In Northern Ireland, employers and self-employed people must run their business so that, as far as reasonably practicable, customers and others who are not their employees are not exposed to health or safety risks.
Show the official wording
“It shall be the duty of every employer to conduct his undertaking in such a way as to ensure, so far as is reasonably practicable, that persons not in his employment who may be affected thereby are not thereby exposed to risks to their health or safety.”

What we looked for and could not confirm from an official source. Ask the authority before you assume anything here.
We found no confirmed Northern Ireland law for council licensing of hire boats. The MCA's Sport or Pleasure Vessel Code mentions the 1907 Act for Northern Ireland, but legislation.gov.uk shows s. 94 extending to England and Wales only.
We have not read the text of the Lough Erne (Navigation) Bye-laws (NI) 1978 and 1986, including any rules specific to hire cruisers or jet skis.
We have not checked rules for Lough Neagh and other Northern Ireland lakes and harbours.
We found no Northern Ireland equivalent of the GB adventure activities licensing scheme.
