The Minister (Marine Survey Office) grants it after an inspection carried out no more than 2 months before the application. Skippered trips and guided boat tours therefore need it; bareboat hire does not.

• The duties fall on the 'master or owner', and under the Maritime Safety Act 2005 'owner' includes the hirer and operator. A rental business must therefore take all reasonable steps to enforce the age and lifejacket rules for its customers.
