Tour operator licence (Law 93/2015 on tourism, art. 51): get it before you start trading, under Law 10081/2009 on licences. You must be registered at QKB with tour operator as your business object. The licence is published in the National Register of Licences and Permits. The original law sets a 200,000 lekë fine for trading without it (art. 71). The application names the zone(s) where you will operate. The zones must match those approved by the National Territory Council (KKT), and the National Coastal Agency (AKB) gives an opinion on the zone's capacity. The certificate is valid for 5 years for the approved zone and activities.

Beach stations must mark the swimming zone with red buoys: up to 200 m from shore on sandy (type A) beaches and 100 m on rocky (type B) beaches. Zones and corridors for craft, motorised or not, must sit outside the swimming zone and be marked with buoys. Swimming is banned in craft zones, and signs must say 'Zonë e ndaluar për notim' / 'No swimming area'.
