The 2018 decree has no general licence-free category for motorboats or jet skis; kayaks, canoes, pedalos and boards within 300 m are outside the decree altogether (see craft registration).

Minimum ages: 8 for the carta de marinheiro júnior (craft up to 6 m and 4.5 kW, by day, within 1 mile), 16 for the carta de marinheiro, and 18 for the higher licences. Minors need parental authorisation and every candidate must be able to swim.

The carta de marinheiro allows daytime navigation up to 3 miles from the coast and 10 miles from a port of refuge. Holders aged 16–18 may drive craft up to 6 m and 22.5 kW, and jet skis and motorised boards of any power. Adults may drive craft up to 12 m.
