How to start a SUP, kayak, jet ski or boat rental in Portugal

Thinking of renting out SUPs, kayaks, jet skis or boats in Portugal? Here is what we found — 14 points, each linked to the text it comes from and checked on 17 October 2026 — plus what we could not confirm yet and who decides (6 official bodies).

Registering the business

  • Companies (sociedades por quotas, single-member or SA) can be set up online through Empresa Online on the gov.pt portal. Sole traders start activity with the Tax Authority (início de atividade); no official page for that was fetched.

    Source: gov.pt ↗ checked 17 October 2026
    Original wording

Permits to rent out watercraft

  • Commercial use of recreational craft, including the maritime-tourism activity (atividade marítimo-turística) that covers boat and jet ski rental, is governed by separate legislation, not the recreational boating decree. In practice this means the tourism-activity regime and its registry (RNAAT, Turismo de Portugal); its text could not be fetched, see gaps.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording

Your duties as an operator

  • Required safety equipment by craft type and navigation area: see VesselSOS Kit Finder (/kit-finder/), based on Portaria 1464/2002 and DL 93/2018.

  • Jet skis and motorised boards may not sail between sunset and sunrise, except in exceptional cases authorised by the local maritime authority (AMN) through the BMar portal.

    Original wording
  • Type 5 craft (sheltered waters) that are rowed only may not go beyond one mile from the coast.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording

Customer age and licence rules

  • Recreational craft may only be commanded by someone with a suitable recreational licence (carta de navegador de recreio). The 2018 decree has no general licence-free category for motorboats or jet skis; kayaks, canoes, pedalos and boards within 300 m are outside the decree altogether (see craft registration).

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording
  • Minimum ages: 8 for the carta de marinheiro júnior (craft up to 6 m and 4.5 kW, by day, within 1 mile), 16 for the carta de marinheiro, and 18 for the higher licences. Minors need parental authorisation and every candidate must be able to swim.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording
“i) 8 anos de idade para a carta de marinheiro júnior; ii) 16 anos de idade para a carta de marinheiro; iii) 18 anos de idade para as restantes cartas”
  • The carta de marinheiro allows daytime navigation up to 3 miles from the coast and 10 miles from a port of refuge. Holders aged 16–18 may drive craft up to 6 m and 22.5 kW, and jet skis and motorised boards of any power. Adults may drive craft up to 12 m.

    Original wording
  • Recreational licences issued by EU member states are automatically recognised in Portugal, with no need for a Portuguese licence.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording

Insurance

  • Third-party liability insurance is compulsory for the owners of recreational craft of types 1–4, of type 5 craft with an engine, and of type 5 sailing craft over 7 m. This covers rental motorboats and jet skis; minimum terms are set by portaria. Owners and skippers are jointly and strictly liable for damage to third parties.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording

Registering and marking the craft

  • Recreational craft must be registered (ownership registration, via the BMar portal) before they may be used.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording
  • Outside the decree, so no registration: canoes, kayaks, pedalos (gaivotas), 'cocos' and other beach craft without engine or sail that stay within 300 m of the shore, and boards with or without sail (this covers SUPs).

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording
  • Identification marks go on the stern (or both quarters), at least 6 cm high on type 5 craft and 10 cm on the other types.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording

Inland waters and the sea

  • The recreational boating decree treats lakes, rivers, canals and reservoirs as 'sheltered waters' (águas abrigadas) together with waters within 3 miles of a port of refuge, so type 5 craft can be used there.

    Source: files.diariodarepublica.pt ↗ checked 17 October 2026
    Original wording
