Connecticut boat rental laws

3 rules for boat and jet ski rental businesses in Connecticut, from 2 official sources.

Rental-specific lawConnecticut lets renters of a vessel rented for 14 days or less from a rental business claim an exemption from the safe boating certificate if they carry the written rental agreement aboard; jet ski (PWC) riders always need a Certificate of Personal Watercraft Operation.

Boater education card for renters

  • An operator of a vessel rented for 14 days or less from a commercial rental business who claims the exemption from the safe boating certificate must carry the written rental agreement (original or copy) aboard, showing the rental period and the lessee, and show it to officers on demand.

Regs. Conn. State Agencies § 15-140e-4 — Exemption for operators of rental vessels“Any operator of a vessel rented for a period of fourteen days or less from a person or organization engaged in the business of commercial rental of vessels, who claims exemption from safe boating certificate requirements pursuant to subsection (d) of Section 15-140e of the Connecticut General Statutes, shall carry on board such vessel the original or a copy of the written agreement for such rental”

Age limits

  • A child under 16 may not operate a PWC alone, even with a certificate — only with someone 18 or older aboard who has held a Certificate of Personal Watercraft Operation for at least 2 years.

Jet ski (PWC) rentals

  • Every PWC operator on Connecticut waters needs a Connecticut Certificate of Personal Watercraft Operation, or one from a state with a reciprocal agreement — a Coast Guard operator's licence does not count.

Not confirmed yet

What we looked for and could not confirm from an official source. Ask the agency before you assume anything here.

  • The statute text of Conn. Gen. Stat. § 15-140e (the rental exemption itself, its exclusion of personal watercraft, and any duty of a boat livery to give renters safety literature) is not confirmed here.

  • No Connecticut licence or permit for the rental business itself was found.

  • Equipment, record-keeping and insurance rules specific to Connecticut boat liveries were not found.

Federal rules still apply

On top of Connecticut law, the federal rules apply to every boat you rent out:

  • Under federal law a boat leased, rented or chartered to someone else for their pleasure is a “recreational vessel” — so the federal recreational boating rules apply to your rentals.

46 U.S.C. § 2101 — General definitions“"recreational vessel" means a vessel— (A) being manufactured or operated primarily for pleasure; or (B) leased, rented, or chartered to another for the latter's pleasure.”
  • Every recreational vessel needs at least one wearable Coast Guard-approved life jacket on board for each person, used as its approval label says; boats 16 ft or longer also need one throwable device.

  • A child under 13 aboard a recreational vessel under way must wear a Coast Guard-approved life jacket unless below decks or in an enclosed cabin. Where a state has its own child life jacket law, the state age applies on its waters instead.

  • If the state has a statute requiring children of a certain age to wear a life jacket, that state requirement applies on the state's waters instead of the federal under-13 rule.
