Registering the business
-
Register a company (e.g. OÜ) or a sole proprietor (FIE) online in the e-Business Register Portal (RIK); entries are processed by the Tartu County Court registration department. Signing needs an Estonian ID-card/e-residency card, Smart-ID or Mobile-ID.
Original wording
“The prerequisite for electronic establishment is that all related persons can sign the application prepared on the portal digitally using the Estonian authentication tool: ID-card (including e-residency card), Smart-ID or Mobile-ID.”
Permits to rent out watercraft
-
No separate rental licence was found. But a 2.5–24 m craft that is rented out for leisure trips (max 12 passengers) is legally a "väikelaev used for paid leisure trips" and must meet the extra safety rules for such craft.
Original wording
“Väikelaevana käsitatakse ka 2,5–24-meetrise kogupikkusega veesõidukit, millega korraldatakse tasu eest vabaajareise või mida renditakse vabaajareisideks, kui see veesõiduk ei vea üle 12 reisija”
-
Kayaks, canoes, pedal boats and other "primitive" craft, and sports-federation-marked craft, are not recreational craft (väikelaev) under the Maritime Safety Act.
Original wording
“Recreational craft do not include watercraft used for competitive sports and training that are marked correspondingly by a sports federation (such as a jetboats, sailboards, sailing yachts, competition yachts) and primitive watercraft (such as dugouts, dories, small flat-bottomed boats, kayaks, canoes, pedal boats)”
Using the beach, shore or quay
-
Traffic on non-navigable inland waters and public water bodies is governed by the Water Act (veeseadus) and local-government regulations — so check the municipality (KOV) before operating from a lake or beach. Specific permits for commercial use of a beach were not found.
Original wording
“Muudel sisevetel ja avalikel veekogudel liiklemist reguleerib veeseadus ning kohalike maa- ja omavalitsuste määrused.”
Your duties as an operator
-
Skippers of recreational craft must carry the registration certificate and, where required, the skipper certificate (regulation "Requirements for Operating Recreational Craft").
Original wording
“including the requirement that a skipper of a recreational craft shall have a registration certificate and a certificate of a skipper of a recreational craft, if such a certificate is required in accordance with the Maritime Safety Act.”

Note: for craft used for paid leisure trips (incl. rentals) the regulation sets its own, stricter safety requirements.

Jet ski (personal watercraft): minimum age 15, and the driver must hold a PWC operator certificate or a recreational-craft skipper right.

Original wording
“juhtimiseks ei nõuta väikelaevajuhi tunnistust juhul, kui veesõiduk sõidab valgel ajal ja hea nähtavuse korral merel kuni 5 meremiili kaugusel rannast ja sisevetel kuni 9 kilomeetri kaugusel kaldast.”
