Thinking of renting out SUPs, kayaks, jet skis or boats in Türkiye? Here is what we found — 41 points, each linked to the text it comes from and checked on 17 October 2026 — plus what we could not confirm yet and who decides (7 official bodies).
Registering the business
-
A rental business is run either as a sole trader (gerçek kişi tacir) or as a company. Every trader must register the business and its trade name in the trade register (ticaret sicili) of the place where it is based within 15 days of opening (Turkish Commercial Code No. 6102, art. 40).
Original wording
“Her tacir, ticari işletmenin açıldığı günden itibaren onbeş gün içinde, ticari işletmesini ve seçtiği ticaret unvanını, işletme merkezinin bulunduğu yer ticaret siciline tescil ve ilan ettirir.”
-
Trade-register filings (company formation and changes) are done online through MERSİS, the Ministry of Trade's Central Registry System.
Original wording
“Ticaret Sicili İşlemlerinizi MERSİS ile Elektronik ortamda yürütün.”
-
Tax: anyone starting a trade must notify the tax office (Gelir İdaresi Başkanlığı / vergi dairesi) that they have started business (Tax Procedure Law No. 213, art. 153). For companies registering with the trade registry, the registry forwards the file to the tax office, which counts as this notification.
Original wording
“Aşağıda yazılı mükelleflerden işe başlıyanlar keyfiyeti vergi dairesine bildirmeye mecburdurlar: 1. Vergiye tabi ticaret ve sanat erbabı;”
Permits to rent out watercraft
-
Commercial tourist water sports at sea (incl. renting jet skis, SUPs, kayaks, pedalos, towed inflatables) fall under the Tourism-Purpose Sports Activity Regulation (Turizm Amaçlı Sportif Faaliyet Yönetmeliği, RG 23.02.2011, amended 2018, 2024 and 02.10.2026). Anyone, real person or company, offering surface or underwater sports at sea must hold a 'deniz turizmi aracı işletmesi belgesi' (sea-tourism vehicle operation certificate).
Original wording
“Gerçek ve tüzel kişiler tarafından denizde gerçekleştirilecek turizm amaçlı su altı ve su üstü sportif faaliyetler için, deniz turizmi aracı işletmesi belgesi diğer faaliyet türleri için acenta belgesi alınması şarttır.”
-
The certificate is issued by the provincial governorship (valilik) and for sea-based surface/underwater sports it replaces the separate activity permit. Permits are issued per activity type, for at least one and up to five years.
Original wording
“(2) Denizde gerçekleştirilecek turizm amaçlı su üstü ve su altı sportif faaliyetler için valilikten alınan deniz turizmi aracı işletmesi belgesi, izin belgesi yerine geçer.”
-
The application for the operation certificate goes in writing to the governorship (İl Kültür ve Turizm Müdürlüğü) with: petition, the craft's ship certificate or mooring-register licence (bağlama kütüğü ruhsatnamesi), seaworthiness certificate, Turkish ID or trade-register/MERSİS and tax number, and an insurance policy (Deniz Turizmi Yönetmeliği art. 29).
Original wording
“Özel deniz turizmi araçları hariç deniz turizmi araçlarının turizm işletmesi belgesi taleplerinde, aşağıda belirtilen belgeler ile birlikte yazılı olarak Valiliklere (İl Kültür ve Turizm Müdürlükleri) başvurulur:”
-
The application also needs a competence certificate (yeterlilik belgesi) from the local Sportif Turizm Kurulu (sports tourism board, which includes the harbour master and coast guard) stating the business is adequate (Deniz Turizmi Yönetmeliği Uygulama Tebliği 2023, art. 7).
Original wording
“e) Yeterlilik belgesi. Su altı ve su üstü faaliyetinde bulunacak işletmelerin ilgili mevzuat gereği yeterli olduğunu belirten mahalli Sportif Turizm Kurulu tarafından düzenlenecek belge istenir.”
-
The 'surface activity craft' category explicitly covers non-motorised craft (catamaran, surf, sail, canoe/kayak, pedalo) and motorised personal watercraft (deniz motosikleti = jet ski), plus speedboats towing inflatables, water-skis or parasails. To be certified the business needs: one commercial speedboat, one staff member with first-aid training, an STCW certificate and a gemici (seaman) licence, an equipment list, a first-aid kit, warning signs in at least three languages, and customer contracts setting out safety points and mutual responsibilities.
Original wording
“Bu araçların belgelendirilmesinde aşağıdaki şartlar aranır: 1) Bir ticari sürat teknesi. 2) İlkyardım eğitimi almış, uluslararası geçerli STCW belgesine ve gemici ehliyetine sahip bir personel. 3) Malzeme listesi.”
-
Activities may only take place inside the activity areas (parkur) that the governorship designates and announces, set separately for each activity type.
Original wording
“(3) Parkur, her sportif turizm faaliyet türü için valiliklerce ayrı ayrı belirlenir.”
-
Beach use: the governorship sets up the shore contact point (irtibat noktası) with warning signs in at least three languages, and a buoyed entry/exit lane separated from swimming areas. Since 02.10.2026 the Ministry of Environment, Urbanisation and Climate Change can allocate parkur areas and contact points to the Ministry of Culture and Tourism, which may lease them out by protocol for a share of revenue.
Original wording
“a) Müşterileri ile ilişkilerin yürütüldüğü, malzemelerin ve en az üç dilde uyarı levhasının bulunduğu sahildeki irtibat noktası konulması,”
-
The shore itself is state land open to everyone on equal terms; no structures, fences or barriers may be built on it (Kıyı Kanunu 3621 implementing regulation, art. 5). An operator cannot fence off a beach for its rental station.
Original wording
“Kıyı, herkesin eşitlik ve serbestlikle yararlanmasına açık olup, buralarda hiçbir yapı yapılamaz; duvar, çit, parmaklık, telörgü, hendek, kazık ve benzeri engeller oluşturulamaz.”
-
Operating without a permit, outside the permitted type or announced parkur, or with equipment/staff not listed in the competence certificate is prohibited; the district governor stops the activity at once and an administrative fine is imposed under Tourism Incentive Law 2634 art. 33.
Original wording
“İzinsiz olarak turizm amaçlı sportif faaliyette bulunulması, işletme belgesi veya izin belgesinde belirlenen türün ve ilan edilen parkur dışında sportif faaliyet yapılması, faaliyetin yeterlilik belgesi kapsamında olmayan malzeme-araç ve personel ile gerçekleştirilmesi yasaktır.”
-
Within port administrative areas, water sports follow the Tourism-Purpose Sports Activity Regulation, and the harbour master (liman başkanlığı) may impose any restriction on, or stop, these activities for safety reasons (Limanlar Yönetmeliği art. 22(5)).
Original wording
“Liman başkanlığı bu faaliyetlerde, can, mal, seyir ve çevre güvenliği ve emniyetini göz önünde bulundurarak her türlü kısıtlama yapmaya ve bu faaliyetleri durdurmaya yetkilidir.”
-
Renting out boats/yachts (self-drive or crewed) also needs a Ministry of Culture and Tourism certificate: Turkish-flagged yachts may be rented for leisure only by owners or operators holding a certificate, and renters may not use them commercially (Tourism Incentive Law 2634, art. 29).
Original wording
“Türk bayraklı yatlar, sahipleri veya sahiplerinden kiralayan işletenleri tarafından Bakanlıktan belge alınmak suretiyle gezi, spor ve eğlence amacıyla kullanılmak üzere Türk ve yabancı uyruklu kişilere kiraya verilebilir.”
Your duties as an operator
-
Equipment: for private boats the mandatory onboard equipment list is EK-2 of the Özel Tekneler Yönetmeliği (RG 17.01.2026, EK-2 replaced 03.07.2026), covered by the VesselSOS Kit Finder (https://vesselsos.com/kit-finder/). Rental craft are commercial and must instead be equipped and certified under the rules for commercial craft, as their seaworthiness certificate requires. Boats under 10 HP, kayaks/canoes and racing dinghies are exempt from EK-2.
Original wording
“Sekizinci fıkrada belirtilen deniz araçları hariç olmak üzere özel tekne ve yatlar, EK-2’de yer alan teçhizat listesine göre donatılır.”
