How to start a SUP, kayak, jet ski or boat rental in Belgium
Thinking of renting out SUPs, kayaks, jet skis or boats in Belgium? Here is what we found — 17 points, each linked to the text it comes from and checked on 17 October 2026 — plus what we could not confirm yet and who decides (6 official bodies).
Registering the business
-
Before starting, every business must register in the Crossroads Bank for Enterprises (KBO/BCE) through an approved business counter (ondernemingsloket / guichet d'entreprises) of its choice.
Original wording
Permits to rent out watercraft
-
There is no specific federal rental licence, but the Royal Decree of 25 April 2004 on 'active leisure events' (actieve ontspanningsevenementen) covers paid services where the consumer takes part actively, makes a physical effort and needs some skill to do the activity safely. Guided SUP or kayak sessions clearly fit; it is not confirmed whether bare rental does. Covered organisers must do a written risk analysis before offering the activity.
Original wording
-
At the coast (zones 3–5), group activities with pleasure craft, surf craft, canoes, kayaks or pedalos need a permit from the Shipping Control (Scheepvaartcontrole, FPS Mobility) at least 3 weeks in advance. Groups staying within half a nautical mile of the low-water line, except races, only need to be notified, unless they cross a harbour channel. This does not apply to motorboats and other motorised groups.
Original wording
Using the beach, shore or quay
-
At sea, the federal Shipping Control designates launch zones (insteekzones) for surf sports, canoes and kayaks, plus swimming, safety and buffer zones. The part between the low-water line and the beach is zoned by the local and regional authorities (coastal municipalities, Flemish Region), so beach use for a rental base is a municipal / Flemish matter.
Original wording
-
No craft covered by these coastal rules (surf craft, jet skis, canoes, kayaks) may be used beyond 2 nautical miles, in swimming, buffer or safety zones, or in coastal harbours. Surf sports, canoes and kayaks are also banned between sunset and sunrise unless the Shipping Control grants an exemption.
Original wording
-
At the coast, jet skis must go to sea from a harbour and are not allowed in launch zones, swimming, buffer or safety zones, unless the Shipping Control allows them in a launch zone.
Original wording
Your duties as an operator
-
Required safety equipment for pleasure craft, jet skis, surf craft and (at the coast) kayaks: see VesselSOS Kit Finder (/kit-finder/), based on the Ministerial Decree of 12 November 2020 and the Royal Decree of 28 June 2019.
Original wording
-
Where the active-leisure decree applies: carry out a risk analysis, set prevention measures (supervision, information, staff training, checking participants' skill), appoint a person in charge on site, give participants the organiser's name, address and the skills required, and report every serious incident or accident to the FPS Economy right away. A 'use at your own risk' notice is forbidden.
Original wording
-
The prevention measures listed in the decree include supervision and guidance, information, staff training and checking participants' knowledge and skill. These are the basis of a pre-rental briefing and a skills check.
Original wording
-
Kayak and canoe users at the coast must wear buoyancy aids within launch zones (up to ¼ nautical mile). Further out, they need clothing suited to the sea temperature plus a buoyancy aid or lifejacket, and a means of sending a distress signal on board. Jet ski riders must always wear a lifejacket.
Original wording
Customer age and licence rules
-
No licence is needed in zone 0 (closed waters named by the Minister). In zones 1–2 (inland waters connected to the sea, Lower Sea Scheldt), and since 2022 in zones 3–7 (coast and sea), no licence is needed unless the craft is used for business or professional purposes, can go faster than 20 km/h under engine, or is longer than 15 m. Licence-free rental is therefore possible for slow, short motorboats, subject to the business-use question below.
Original wording
-
Licences: the beperkt stuurbrevet (restricted helmsman's licence) is valid in zones 0–1. The algemeen stuurbrevet (general licence) is valid in zones 0–4, which covers coastal harbours and the sea up to 6 nautical miles.
Original wording
-
At sea (zones 3–7), the driver of a craft longer than 15 m or faster than 20 km/h must be at least 18, but a jet ski driver must be at least 16.
Original wording

Registering and marking the craft
-
The Royal Decree says all craft need to be registered so that the owner can be identified. Registration is applied for electronically with the administration (FPS Mobility, DG Maritime Transport). The application must state whether the craft will be used for business or professional purposes, and a company gives its enterprise number.
Original wording
-
Information required in the registration application includes whether the craft will be used for business or professional purposes. Rental fleets should declare this.
Original wording
Inland waters and the sea
-
The federal pleasure-craft decree splits waters into zones: 0 = closed waters named by the Minister; 1 = inland waters connected to the sea (except the Lower Sea Scheldt); 2 = Lower Sea Scheldt; 3 = coastal harbours; 4 = beach to 6 nautical miles; 5–7 = further offshore. The coastal rules for surf craft, jet skis and kayaks (chapter 7) apply only at sea.
Original wording
-
At the coast, the Governor of West Flanders can temporarily ban surf sports, jet skis, canoes and kayaks along the whole coast or in parts of it, for safety or health reasons.
Original wording
