How to start a SUP, kayak, jet ski or boat rental in Netherlands
Thinking of renting out SUPs, kayaks, jet skis or boats in Netherlands? Here is what we found — 18 points, each linked to the text it comes from and checked on 17 October 2026 — plus what we could not confirm yet and who decides (7 official bodies).
Registering the business
-
Register the business (sole trader / eenmanszaak or company) in the Handelsregister at KVK, the Netherlands Chamber of Commerce.
Original wording
Permits to rent out watercraft
-
There is no national licence for renting out boats, SUPs or kayaks; rental is regulated by the municipality (gemeente). Many towns with canals require a municipal permit for a boat-rental business. Example: Gouda bans running a boat-rental business from a place in the municipality without a permit from the college (municipal executive), and can cap the number of rental boats.
Original wording
-
Gouda's rule defines a rental boat as a motorised craft for up to 12 people rented out without crew. Other towns use different definitions, so check your own municipality's waterways bylaw (vaarverordening / havenverordening) on lokaleregelgeving.overheid.nl.
Original wording
-
Example of permit conditions: Haarlem's exploitation permit requires that boats rented without a skipper, and muscle-powered craft (such as kayaks and SUPs), carry information on the main navigation rules and traffic signs.
Original wording
Using the beach, shore or quay
-
Some activities in or next to state waters (rijkswateren) need a permit or a notification. Rijkswaterstaat or the regional water board (waterschap / hoogheemraadschap) handles it, through the Omgevingsloket permit check.
Original wording
-
Using state-owned land or water also needs permission from the Rijksvastgoedbedrijf (Central Government Real Estate Agency), which may charge a usage fee.
Original wording
-
On the North Sea beach, a seasonal structure such as a pavilion or a rental hut needs a Waterwet permit from Rijkswaterstaat (because the beach is part of the sea defence), as well as the municipality's building permit. This comes from a Noordwijk decision, published by the Province of Zuid-Holland.
Original wording
Your duties as an operator
-
Required safety equipment (only for fast motorboats and jet skis in the Netherlands): see VesselSOS Kit Finder (/kit-finder/), which is based on the Binnenvaartpolitiereglement.
Original wording
-
A boat may only sail if the person steering is competent and meets the minimum age (see customer rules). An operator should therefore check the age, and for fast boats the licence, of whoever will steer.
Original wording
-
Fast motorboats and jet skis may not exceed 20 km/h except on waters the authority designates for fast sailing. Water-skiing and towing are banned except in designated areas, and need a lookout aged at least 15. Brief renters on where fast sailing is allowed.
Original wording
Customer age and licence rules
-
A boating licence (vaarbewijs) is needed for a fast motorboat (under 20 m and able to go faster than 20 km/h, which includes jet skis) or for a pleasure craft over 15 m. Slower boats under 15 m, such as the typical rental 'sloep', can be rented to customers without a licence.
Original wording
-
Minimum ages to steer: 18 for a fast motorboat or jet ski. 16 for a small motorboat, unless it is an open boat under 7 m with a top speed of 13 km/h or less, which needs age 12. 16 for a sailing boat of 7 m or more.
Original wording
-
Legally, a jet ski (waterscooter) is a fast motorboat, so all fast-motorboat rules apply to it: licence, age 18, registration and the 20 km/h limit outside designated areas.
Original wording
Insurance
-
No Dutch law makes boat insurance compulsory, but a manager or organisation can require third-party liability (WA) cover, for example a marina, a boat storage or the manager of a stretch of water. Check your municipal permit and your marina contract.
Original wording
Registering and marking the craft
-
Every fast motorboat and jet ski must be registered with the RDW and carry its registration mark on both sides. The registration certificate must be on board. National registration does not apply on the Eems/Dollard, Westerschelde, Ghent–Terneuzen canal and Grensmaas, although a local bylaw may require it there.
Original wording
-
Marking sizes: letters and numbers at least 150 mm high, 100 mm wide and 20 mm thick; on jet skis, at least 100 mm high, 60 mm wide and 15 mm thick.
Original wording
Inland waters and the sea
-
Most inland state waters follow the Binnenvaartpolitiereglement (BPR). The Rhine/Waal/Lek, the Westerschelde, the Ghent–Terneuzen canal, the Common Meuse and the Eems estuary have their own regulations, and the coastal waters follow the Scheepvaartreglement Territoriale Zee.
Original wording
Season
-
There is no national rental season. On the Noordwijk beach (an example), Rijkswaterstaat's rules accept seasonal beach structures present from 1 February to 31 October, and the municipal building permit for seasonal structures runs from 1 March to 1 November.
Original wording
