How to start a SUP, kayak, jet ski or boat rental in Italy

Thinking of renting out SUPs, kayaks, jet skis or boats in Italy? Here is what we found — 19 points, each linked to the text it comes from and checked on 17 October 2026 — plus what we could not confirm yet and who decides (6 official bodies).

Registering the business

  • Register the rental business in the Registro delle imprese (companies register) of the local Chamber of Commerce, usually via ComUnica / impresainungiorno.gov.it; the municipal SCIA and SUAP steps are not sourced here. The nautical code links commercial use of craft to that registration: the craft's commercial-use entry must show the business's Chamber of Commerce registration details.

    Original wording
“L'utilizzazione a fini commerciali delle imbarcazioni e navi da diporto è annotata nell'Archivio telematico centrale delle unità da diporto (ATCN), con l'indicazione delle attività svolte e dei proprietari o armatori delle unità, imprese individuali o società, esercenti le suddette attività commerciali e degli estremi della loro iscrizione, nel registro delle imprese della competente camera di commercio, industria, artigianato ed agricoltura.”

Permits to rent out watercraft

  • A recreational craft is legally 'used for commercial purposes' when it is rented out (locazione = bareboat rental) or chartered with crew (noleggio). For imbarcazioni (boats over 10 m) and navi, this commercial use must be recorded in the central register (ATCN) and on the navigation licence. For natanti (up to 10 m), the commercial use is recorded as set by the implementing regulation.

“L'unità da diporto è utilizzata a fini commerciali quando: a) è oggetto di contratti di locazione e di noleggio; … 2-bis. Nel caso di natanti l'utilizzazione a fini commerciali è annotata secondo le modalità indicate nel regolamento di attuazione del presente codice.”
  • Rules for renting natanti and jet skis for recreation or local tourism are set by ministerial decree. Local needs are covered by ordinances (ordinanze) of the territorial maritime authority (Capitaneria di porto) or the inland navigation authority, agreed with local bodies. Check the local Capitaneria's ordinance for rental rules.

“Per eventuali esigenze di carattere prettamente locale, non previste dal decreto di cui al primo periodo, si provvede con ordinanza dell'autorità marittima o della navigazione interna territorialmente competente, rispettivamente, per le acque marittime o per le acque interne, d'intesa con gli enti locali”
  • If rental is carried out permanently in Italy with craft under another EU or non-EU flag, the operator files a sworn declaration with the STED (online boaters' desk). It lists the craft, insurance for people on board and third-party liability, the safety certificate and the equipment carried, and a validated copy is kept on board.

Using the beach, shore or quay

  • Using the state maritime domain (beach, shore, territorial sea), such as a rental base or launch corridor on the beach, needs a state-property concession (concessione demaniale marittima) for a set period. Under the Codice della navigazione, the maritime administration grants concessions compatible with public use. (Today Regions/Municipalities manage most beach concessions; that was not verified here.)

“L'amministrazione marittima, compatibilmente con le esigenze del pubblico uso, può concedere l'occupazione e l'uso, anche esclusivo, di beni demaniali e di zone di mare territoriale per un determinato periodo di tempo.”
  • Where and how small beach craft (pedalos, boards, canoes, kayaks) and jet skis may be used is set by the local maritime or inland navigation authority, normally in each Capitaneria's summer bathing-safety ordinance (ordinanza di sicurezza balneare).

Your duties as an operator

  • Required safety equipment by distance from the coast: see VesselSOS Kit Finder (/kit-finder/), based on DM 146/2008 (implementing regulation, annex V). Commercially used natanti and jet skis must carry the lifesaving and safety equipment set by that regulation.

  • Briefing duty: when a natante is rented to a customer without a licence, in the cases where none is required, the renter must explain and give in writing the essential instructions for handling the craft, following the standard model in the implementing regulation.

  • Distance limits: jet skis may go up to 1 mile from the coast. Rowing boats, pedalos, boards (powered or not), small sail craft (sail area up to 4 m²), canoes and kayaks may go up to 1 mile.

  • A rental contract for imbarcazioni and navi must be written (otherwise it is void) and kept on board. During the rental, the customer takes on temporary possession of the craft and the risks of driving it.

Customer age and licence rules

  • A boating licence (patente nautica) is required beyond 6 miles from the coast, on any jet ski, and, within 6 miles or on inland waters, when the engine exceeds 30 kW / 40.8 hp (or the listed displacement limits, e.g. 750 cc 2-stroke carburettor, 1,000 cc 4-stroke outboard). Smaller boats can be rented licence-free.

  • Licence-free minimum ages (within 6 miles, below the engine limits): 18 for imbarcazioni (over 10 m), 16 for natanti (up to 10 m), and 14 for sailing natanti over 4 m² of sail and for rowing craft going beyond 1 mile.

  • For rented natanti, a licence is needed only in the cases listed in art. 39 (above). By contrast, whoever drives a natante or jet ski that is used commercially must hold a licence, which in practice applies to skippers and instructors, and a chartered natante may carry at most 12 people.

Registering and marking the craft

  • Definitions: a natante is any rowing craft, or any craft with a hull of 10 m or less, excluding jet skis. An imbarcazione is over 10 m and up to 24 m. Jet skis (moto d'acqua) are their own category.

  • Natanti (up to 10 m) and jet skis are exempt from registration in the central register (ATCN), from the navigation licence and from the safety certificate, although they may be registered voluntarily. Imbarcazioni and navi must be registered.

Inland waters and the sea

  • The licence rules apply on inland waters as well (art. 39(1)(b)). Local use of small craft and jet skis is regulated by the Capitaneria di porto at sea and by the inland navigation authority on lakes and rivers.
