Thinking of renting out SUPs, kayaks, jet skis or boats in Norway? Here is what we found — 19 points, each linked to the text it comes from and checked on 17 October 2026 — plus what we could not confirm yet and who decides (6 official bodies).
Registering the business
-
Register the business in the Brønnøysund registers (Enhetsregisteret; Foretaksregisteret where required) via Samordnet registermelding. A sole proprietorship (ENK) must carry on real business activity; there is a registration fee.
Original wording
Permits to rent out watercraft
-
No specific national licence for renting out recreational craft was found. A rental boat is still a "fritidsbåt" under the flotation-equipment regulation, which explicitly includes boats rented or lent out for leisure use.
Original wording
-
Renting kayaks, SUPs or boats to the public is a consumer service under the Product Control Act (produktkontrolloven), supervised by DSB; the act defines consumer services as services offered to private individuals.
Original wording
Using the beach, shore or quay
-
Installations, natural interventions and activities in the water that may affect safety or traffic (e.g. a floating pier) need a permit; the municipality decides in its own sea area, otherwise the ministry (Kystverket). Use of beaches/municipal land and the 100-metre shore zone (plan- og bygningsloven § 1-8) were not sourced (gap).
Original wording
-
The municipality is the permit authority for such measures in its own sea area.
Original wording
Your duties as an operator
-
The boat owner (here: the rental company) must make sure whoever uses the boat meets the conditions to drive it (age, boating licence).
Original wording
-
Anyone running a business that offers consumer services must exercise care and take reasonable steps to prevent injury, and must acquire the knowledge needed to assess the risk.
Original wording
-
They must also give customers sufficient, relevant information to judge the safety and protect themselves (i.e. a safety briefing).
Original wording
Safety equipment
-
Statutory on-board equipment by craft type is in the VesselSOS Kit Finder (https://vesselsos.com/kit-finder/), from småbåtloven §§ 23/23 a and the 1995 flotation regulation. Key rule: in recreational boats under 8 m everyone must wear flotation gear outdoors while under way.
Original wording
-
Jet skis count as recreational craft; wearing approved flotation is mandatory. The authority advises attaching the kill cord.
Original wording
Customer age and licence rules
-
Minimum age 16 to drive a recreational boat with an engine over 10 hp / 7.5 kW (jet skis included).
Original wording
-
