Registering the business
-
All business registrations (micro-entreprise, sole trader or company) are filed online at the single business formalities portal, the Guichet des formalités des entreprises (formalites.entreprises.gouv.fr).
Original wording
Permits to rent out watercraft
-
There is no separate rental licence, but Division 240 (pleasure-craft safety rules) sets duties for anyone renting out boats or jet skis (VNM). Every rented boat must pass an annual 'vérification spéciale' (special inspection) under the owner's or operator's responsibility, with the first one before the boat is put into service.
Original wording
-
Inland, a professional renter can get a nolisage approval (agrément de nolisage). It lets them train customers and issue a temporary driving authorisation, so customers can drive certain boats that would otherwise need a licence: non-habitable boats under 5 m (valid for the day) and habitable 5–15 m boats, on low-risk waterways.
Original wording
-
On the ministry's FAQ, the same nolisage approval is described as the way professional renters on lakes keep boats over 4.5 kW in their fleet without customers needing a licence.
Original wording
Using the beach, shore or quay
-
Any installation on the natural public maritime domain (DPM: beach and foreshore), such as a rental stand, rack or pontoon, needs a prior state occupation permit (autorisation domaniale, usually an AOT) and payment of a fee. It is always temporary and revocable, and the site must be restored to its natural state at the end.
Original wording
-
Before operating, check local rules: maritime prefects' orders (arrêtés des préfets maritimes) set beach markings, channels and the 300 m zone.
Original wording
-
On lakes and inland waters, the waterway manager or the département prefect can adopt a local police order for leisure craft (RPP plaisance) that governs where activities may take place. On most navigable waterways, VNF prepares these orders.
Original wording
Your duties as an operator
-
Required safety equipment for boats, jet skis and beach craft (SUP, kayak) by distance from shelter: see VesselSOS Kit Finder (/kit-finder/), based on Division 240.
Original wording
-
Rental declaration: before each rental of a boat or jet ski, the renter fills in and signs a pre-use declaration (model in annex 240-A.6) with the licence type and number. The renter countersigns after checking it, gives one copy to the customer (to show at inspections) and keeps the other for the authorities.
Original wording
-
Display at the rental premises: a visible map of local conditions (beach markings, channel, prohibited zones, allowed speed). For boats that need a licence and for jet skis, the sign must also say 'permis bateau obligatoire' (boat licence required) in French plus at least two other languages.
Original wording
-
A copy of the latest special-inspection report goes with each rental contract. The register of inspections must be shown to users before they board and to the authorities on request.
Original wording
-
Beach craft (engins de plage, e.g. SUPs, small kayaks) sail by day only and within 300 m of a shelter. They may go up to 2 nautical miles only in activities organised by a state body or a club of an approved sports federation, with qualified Code du sport instructors on the water and everyone wearing 50 N buoyancy or a wetsuit. Plain rentals stay within 300 m.
Original wording
-
Jet skis sail by day only: single-seaters up to 2 nautical miles from a shelter, multi-seaters up to 6. Riders must always wear a buoyancy aid and neoprene of at least 2 mm.
Original wording
Customer age and licence rules
-
A boating licence (permis plaisance) is required to drive a motor pleasure craft over 4.5 kW (6 hp). Boats at or under 4.5 kW can be rented licence-free.
Original wording
-
Jet ski (VNM) drivers need a licence for any craft over 6 administrative hp (4.5 kW): option côtière (coastal) up to 6 nautical miles from a shelter, or extension hauturière (offshore) beyond.
Original wording
-
From age 16, someone without a licence may drive a motor pleasure craft only when accompanied by a person who has held a licence for more than three years, after a prior declaration (valid one year).
Original wording
-
EU visitors can drive a French motor pleasure craft with a licence issued in an EU country, within that licence's limits (length, area, power).
Original wording
-
Inland: no licence up to 4.5 kW; above that, the inland licence (permis eaux intérieures) is needed, unless the customer holds a renter's nolisage authorisation.
Original wording

Registering and marking the craft
-
Every French pleasure boat used at sea must be registered with a Délégation à la mer et au littoral (DDTM-DML). The certificat d'enregistrement (registration certificate) has replaced the old francisation and carte de circulation.
Original wording
-
Every jet ski used at sea must be registered with the DDTM/DML. When renting, the customer must carry the rental contract, which is checked at inspections.
Original wording
-
Inland: human-powered craft of 2.5–5 m, and 2.5–5 m boats under 4.5 kW, are registered only if the owner wishes. Boats of 5–20 m over 4.5 kW must be registered (inscription, carte de circulation).
Original wording
Inland waters and the sea
-
On inland waters, the Règlement général de police (RGP, general navigation code) and local police orders (RPP) apply, except on non-state rivers. VNF manages most navigable waterways. On closed lakes, where boats cannot leave, the sea collision rules apply instead of the RGP.
Original wording
-
At sea, speed is limited to 5 knots within 300 m of the shore and in channels, and motorised craft must use the marked channels to cross the 300 m zone.
Original wording
